Inspector-General of Police Hillary Mutyambai has appealed to a Senate committee to set aside a Sh500,000 fine it imposed on him for failing to honor its invitations and summonses. In a letter to the Senate’s Devolution and Intergovernmental Committee, Mutyambai implored the panel to pardon him, saying it was not his wish to skip the sessions.

“I hereby submit my humble appeal to the committee to set aside the penalty that was imposed on me. Kindly accept my sincere apologies as it was never my intention to disobey your summonses,”

Mutyambai said this in his letter is addressed to Senate clerk Jeremiah Nyegenye. Two weeks ago, the panel chaired by Homa Bay senator Moses Kajwang’ fined the IG Sh500,000 for snubbing its invitations and summonses.

The IG had failed to appear before the committee a record three times. Mutyambai was expected to explain the evictions of tenants from houses in Pumwani and Eastleigh, an exercise that was allegedly presided over by the police and Nairobi Metropolitan Services (NMS) officers.

In the letter to the committee, Mutyambai said that gathering the relevant facts for a comprehensive response to the evictions took a long time as it required coordination with other government agencies.

“I take this opportunity to reaffirm my commitment to uphold the rule of law and to honor the next summons of this committee whenever they are issued,”
